I'm pretty sure this is Daniel O'Donnell. The Foster and Allen version is a very good one, too. (They also do a great version of "The Stone Outside Dan Murphy's Door".
I purchased this song as being sung by Foster and Allen. That certainly is no guarantee that it is. Since you questioned it, I have been researching and can't find more information. If you or anyone else has more information about this particular recording, I would greatly appreciate it.

Are you sure this is Foster and Allen, because it does not sound like them - unless it is from a very, very, early recording.
