Just like when Mc Donalds gets laws against giving toys with the happy meal. Why? Because it "promotes eating junk food to little kids."  I call it "Defense against bad parenting." If your kid asks you for a happy meal so they can get the toy why not just say no? We didn't have alot of kis in our school (it was a small town) so in order not to waste any food made they allowed seconds. And a choice between having "single" or "double" servings of the main course. Hell, there were times when we had leftovers as a alternative to the next day's main course. And its a wonder why we have trouble with portion control nowadays.
