When Ronald Reagan left office, the overall size of government had increased. During his tenure, Reagan only vetoed congressional bills 8 times, despite the Democrats controlling both houses of congress for 6 of those 8 years.

Reagan talked small government but voted big government. The difference between him and Graham is that Graham doesn't bother to pay lip service to libertarian ideas.

Conservative and Libertarian were never on the same page, but they are now further apart than ever.
