De Vattel never used the phrase 'natural born citizen'. He wrote in French. That phrase did not appear in any translation of Law of Nations until a London Translation in 1797, which was a decade AFTER the Constitution was created. Unless the Founders had a silver Delorean time machine, it is impossible that they used de Vattel's "definition" because it didn't exist, until 10 years later.
If you're born in this country, you are natural born. If you're not (McCain), then other factors (like parentage) come into play.
Title 8 of the US Code Section 1401 outlines 8 categories of how a person acquires citizen at birth status. People that fall into ANY of those 8 categories are considered to be natural born and are eligible to serve as President/VP.

The fact is Obama has “Never” produced a hard copy birth certificate. An electronic document, without any way of maintaining a rock solid, hard and fast, settled, forever-as-is form, is never considered proof of documentation for any formal document (e.g. property deed, driver license, school transcript, university degree, etc.). You guys are missing the point. The point is that this document is a forgery and he has not presented a Certified Long Form Birth Certificate proving he was born in Hawaii. I do not believe that he was born in Hawaii and I do not believe if can prove it. At this point Obama and the White House have committed fraud by producing a forged document and claiming it as authentic. This whole thing stinks. De Vattel never used the phrase 'natural born citizen'. He wrote in French. That phrase did not appear in any translation of Law of Nations until a London Translation in 1797, which was a decade AFTER the Constitution was created. Unless the Founders had a silver Delorean time machine, it is impossible that they used de Vattel's "definition" because it didn't exist, until 10 years later.

If you're born in this country, you are natural born. If you're not (McCain), then other factors (like parentage) come into play.
Title 8 of the US Code Section 1401 outlines 8 categories of how a person acquires citizen at birth status. People that fall into ANY of those 8 categories are considered to be natural born and are eligible to serve as President/VP.

But Senate Res 511 - Which OBAMA was part of, upheld the First Congress' decision on the subject - which was adoption of the English common law definition.
In other words. OBAMA himself in 2008 - when reviewing McCain's eligibility, agreed with the first congress' decision..
That "Natural Born Citizen" was...
1) someone born Within the United States or on US Soil (embassy, etc)
And
2) to parents both citizen at the time of the child's birth

The simple truth is, Obama agreed with the 2 Requirements to hold "Natural Born" status when it regarded McCain's eligibility, but seems to think those requirements do not apply to Himself.

Its not a law, its a non-binding Senate resolution.
McCain was born at Coco Solo Naval Airbase, which was in the Panama Canal Zone and was not US territory at the time.
Your logic doesn't make sense. Panama Canal Zone was a foreign country. Hawaii became a State before Obama was born.
Again, McCains parents mattered ONLY because he was not born in this country, Obama was.

Obama was born in Hawaii (US soil), so he was a citizen at birth jus soli.
His mother was American, making him also a citizen at birth jus sanguinis. Citizen at birth = natural born.

And Yes, McCain was born in the United States. Coco Salvo.. a US Base. Military Bases and Embassies are considered attached Sovereign Soil of their home nations.
Eg. a US Military base in Rwanda is considered Within the United States, just as a French Embassy in the US is considered Within France.
