This is Bullock on Vocal alright. Sure sounds like Kados Orchestra though. His style is evident, and Joe Shaw's piano (Played w/Kardos) style just comes thru. The use of the Reed section when in the background in a percusussive or marcato (Marked) fashion also gives it away.
Yup...Shaw used to play a sort of "music box piano", with the melody (or sometimes a bassline) doubling way up high. You hear it here behind the vocal.
As for Sleepy Hall - he played banjo at Yale sometime in the 20s, but most of the records with his name on don't have anything to do with him.
