This looks like a marshal (marshals are ex racers) let practice for new riders to the TT or the Manx GP as they start them one at a time 10 seconds apart.

There is no way they would all be bunched up like otherwise.

Most of these riders have spent a week or more learning and memorizing the track. Then they go on to learn and memorize the subtleties of the track so they can max out lap times...no nut would ever barrel into a track like that on their first go...cept maybe a rally cross racer.
