Man, even after 2 years, this still looks bad :) But it would look great for a character in the distance. For close shots, the hair system can't be beat. Ok ok, it takes 40 mins to render a frame in Mental Ray (GI, RT, AA, and FG turned on).
Well, just make a plane, and then make the cuts, so it looks like a hair, and then after adding a texture, add a cloth modifier and put a little wind, make a head a collision object, and make a cloth group, choose a vertices you want not to move, and select preserve... am I right? :D
it looks hard, but it's easy actually, just find some basic tutorial, for a cloth basics, and you'll get it all.
BTW, it looks pretty nice, but I prefer hair and fur modifier, for more realistic result.
@OplanicP Yes hair and fur is better but the thing is you can not render hair&fur modifier with Vray.. But you can render it with any renderer using cloth as hair like in the video.

Good job, I liked the way you solved the hair problem. With hair&fur it's not possible to render it with Vray. With this method its possible :)

Very impresive, U know? but I think you can improve your simulation if you play with Wind settings, try to play with turbulence and the with scale.
