@earthymoon - they are the human representatives of the United States (the teaser in the glasses) and England (the stuffy one). To understand the relationship, watch Axis Powers Hetalia (first 10 episodes or so, which are only 5 min so it should be a breeze--the whole series would be better but you don't need to watch it all at once to get it), then read any USUK fanfic. It'll all make sense after that. ;)
