Ref can start back as long as both teams are on their sides. And the okay from the keepers is only at the game's kickoff. Every goal scored doesn't need an okay from the keepers in order to get rollin again.

No, it was his teammates who slowed him up who are to blame. They could also have easily delayed the kick-off by remaining on the opposing side until the goalie was back in position.
