In my personal experience (and I lived in Guangzhou: China for a year) my friends who are graduating college are moving overseas to find IT work. They get offers all the time from companies based in India and China, because there isn't any growth here. When i was in China I had all the freedoms I did here. I could work where i wanted to, move where i wanted to, interact with other Chinese who did the same.
