If it was on a console, then yes, you are right. But it's the PSP version, therefore it is a hack.

In the PSP/PS2 versions, Bret Hart, The Hurricane, removed moves (like the Lionsault), etc are still on the disc. The PSP version even has fan axxes that can be accessed with a cwcheat. o_O It just shows how lazy THQ is.
