@ZKeeper43 - the answer is kind of and it is not because of the hair. (spoilers) Mu La Flaga's father (Al De Flaga) had Ulen Hibiki make multiple clones of himself resulting in the birth of Rau De Crueset, Rey Za Burrel, and finally Prayer Reverie who is featured here. The backstory behind it is a bit complicated and is best searched in Gundum Wiki.

@ballin7077 Prayer did die in Gundam SEED X Astray, however in VS Astray it is revealed that a Carbon Clone has been made of Prayer and is working with a group known as Librarian that is trying to start a Third Bloody Valentine war
