In the UK it would just be the Police Chopper and nothing else... they just wouldn't allow it!

I have seen this in the States so many times... News Choppers swerving in and out of Police Choppers and other News Choppers... it was an accident waiting to happen... this wouldn't happen in the UK... just too dangerous... it just wouldn't be allowed!

What's with 'should be able to prove the ability to report the news and fly safely'? That does'nt sound like much of a solution. Hmm, if I could prove that I can drive safely with a .08 BAC can I do that legally? Duh. I think that pilots should fly and stay professional as pilots. Its not only their' lives at risk.

Those news chopper accidents are very tricky, you have to avoid triggering a non-stop chopper crash/reporting/crash cycle.

I can imagine a pilot having to deal with safety issues and taking instructions or requests from photographers. Some kind of uniform flight pattern should emerge so that everyone can participate safely.
