I agree with you about corruption. This is a major part of the problem. But, there are many good and true people in Sulu, Mindanao and the rest of the PI's.
The big problem comes from a number of families who have too much power and influence. This makes a sham of the political system and perpetuates conflict - because it suits them.

Regarding US AID, you ask people here how much US AID has been traditionally trusted in Moro areas. People think that the US has given aid to get something in return.

Peace in Mindanao (as per the MOA-AD) would benefit indigenous peoples (LUMAD, Moro and also christians) and bring peace (without corruption if done right).
But the MOA - AD woul also have meant some rich and illegal settlers giving up (some of) their lands.
This just seems (for many) to follow on from Spanish/US colonialisation efforts in Mindanao which people here have traditionally fought against for centuries.

Regarding US AID, you ask people here how much US AID has been traditionally trusted in Moro areas. People think that the US has given aid to get something in return.
Also, US AID is, in my opinion, not used to address some of the most deprived areas in Mindanao and Sulu because of these reasons and US AID does have a duty of care for its staff.
Now the Bush has gone, then maybe US AID and other agencies can do more. However, aid staff must be safe to travel - not kidnapped by bandits.

There is no easy solutions, get it? It is not only the system that needs a change but the people themselves. I just don't like the idea of you people, most of the people in this country beg for an easy solution. This matters is complicated, and solutions to these matters too are complicated. It will take a long time unless both parties help each other. - a percentage relationship w/c native development gets bigger share-to correct economic imbalance of past, not basic pay as greedy developers want.
- a territory by land &sea, so we can compute sharing percentage to rest of country.
