i realize that every winner that ever one the virginia lottery scratch tickets for a million dollars on up, always win from the Richmond area.i don,t think that the virginia lottery intends to give the million dollar scratch tickets to areas like pentagon city because its near washington dc most population of blacks and hispanic.Not to be races but if you want to win big go near or to Richmond Virginia.

@janetberret07 It's funny you should say that, i am from england and i notice that any big lottery winners are always from well to do areas and always white. I notice nobody from areas with a high incidence of black folks ever wins. The 'lucky' areas for really big wins are northern ireland, scotland or rural areas where the populace is generally, white or middle class nobody from poorer areas like stratford east london or hackney more blacks in these areas.

Actually, he DID win $3, 'cause when you buy -any- lottery ticket, there absolutely no guarantee that you're gonna win anything back at all. So winning 60% of your money back, most of it, whereas most people who play lose it all, ain't too shabby. It's $3 he otherwise wouldn't have had, and if he'd only hit -one- more $3 winner amongst the other 4 tickets, he actually would've made buck. :-)

You have to be 18 years old. At least in California, I'm pretty sure that is a state restriction and not federal. "Ticket" - if you match 3 of them you get another free scratcher. Cheers!
