Was she just trying to signal that she will turning right eventually? maybe she just signaled too early. Maybe she just didn't know whether there will be an right-turn lane show up or not. just stay as right as possible?
@nhatters yeah, that's weird indeed, she turned on the right turning light right at the sign. maybe that sign wasn't on top of her lane (still on top of the right adjacent lane at that time) she didn't see it...then she realized there is no lane when she tried to change, so just stay as right as possible...

@MissMagicJr That would make sense, except there's a bright yellow sign that states the lane is ending.
