After watching this on my "Best of Madtv Seasons 8, 9, and 10"...I think it's the way the waist of her jeans is shaped. You can't really tell here, but it forms a weird U shape for some reason, which makes her look fat.  It's also really weird because she looks bloated in other areas on the youtube versions but not in the DVD.
