The whole "00000000000000000000" thing is actually a list of nations. When you add a "1" in the spot for a specific nation, (labeled in the right), it enables the Unit/Building for that nation to use. In other words, it's like Switching up Nation special Units. Like instead of Mongols having a Unique unit, the British would have it.
