I believe the government should have the right to debunk internet videos, as long as they hire young folks in America, as this will stimulate the economy. If they go to far they(The Government) should be fired immediately. As for now, they are on notice. No further action should be taken at this point. Any group of people could build their own internet tho... Local communties could start setting up LANs/WANs and then branch out connecting to other communities. The only hard part on a global scale is connecting to the pipelines that go cross atlantic and are privately owned.
You could also backup sites like wikipedia and howto's incase of an internet blackout.
