property tax is very important in this kind of problems. People who own more than one property should be taxed heavily .

Creating a lot of distributers/wholesalers is the right ANSWER!!! If there are a lot of distributers, no one distributer can have enough market power to have negative effect on price of goods by hoarding!!!
