Yup it happens when the magnet interacts with a non-ferrous metal. It is not attracted to the metal, but it still interacts, causing a kind of friction, but the two dont have to be touching.
I have a powerful magnet and an aluminum frying pan, and Ive tried this and its a very neat effect. If you move the magnet very slowly across the frying pan nothing happens, but if you move it quickly the magnet feels heavy as if youre dragging it through syrup. The faster you go the thicker the syrup.

It's probably inducing currents in the metal which resist the passage of the magnet. It's not "normal" friction.
