Disagree. The only purpose of the hooks is to prevent the ladder from falling sideways. If the tech hooks them tight to the strand, the strand will pull the ladder forward as it stretches.
I've been hooking directly on the strand for 8years with no problem. I try to risk any chance of sliding, span clamps and amps make for great things to set the hooks next to for added security.
Too bad this guy only has two point of contact as he climbs. Every step he takes his hand is off the ladder as well

and the ladder should always be one foot away from the building for ever 4 feet it is up to the edge of what your climbing.

This tech should have the hooks over the strand, it'll prevent the chances of it sliding
