How do you get to tune up car i know how to get it reward cards but i did them all and i cant tune them someone plz tell me

I'm using control panel to make profile BMV M3 GTR, but when I'll do that, I can have only some models of cars and save editor to unlock all cars, because on the begining of using control panel you won't have all of them, only BMW. You have to use save editor to unlock not only BMW.
