Libya is trying to start a war between Sudan and Chad. When Sudan says they have no control over the guys doing the killings, they really mean that the atrocities are actually being conducted under the auspices of Libyan intelligence.

The crisis in Darfur is a spillover from the Chad Civil War and the Chad-Libya War. The guys doing the atrocities in Darfur are the remains of Libyan forces in Chad and their Chadian allies, who escaped into Sudan after being defeated by President Habre.

To the role of China in darfur we also have to add Chad and Libya, and I believe the peace talks were just held in Libya. Libya tried to conquer Chad in the 70s/80s, and the remains of the Libyan and pro-Qadafi Chadian troops fled into Darfur Sudan after Chad President Habre kicked them out.

The China question is interesting. In Ethiopia the ONLF attacks Chinese oil depots and took about 50 workers hostage. Eritrea supports ONLF and also rebels in Sudan, so Ethiopia and Sudan are under pressure from China to annex Eritrea.

The US and Europe also want Ethiopia to do something about Asmara supporting the ICU Islamic Courts Union, and the breakaway de-facto state of Somaliland (the Somali National Movement rebels from the Issaq Clan)
