This is in no way a tent city in St. Augustine, FL. It is a meeting on the beach with a bunch of people from the deaf and blind school, which is close by. They are having a great day at the beach.The protest is regarding the selection of Jane Fernandes as the next president of Gallaudet University.

It is sign language. St. Augustine is home to a very large deaf community and a residential school known as FLorida School for the Deaf and Blind(FSDB). They are using sign language.
