'wellllllllll, I heard that Akuma's almost invincible in 2I, and everyone seems to agree that Ibuki was weakened since the 1st sf3 game: 'New Generation'. I guess it's just refreshing to see Ibuki as a top-tier character again (and more complex/interesting to play than Chun!).
