Neko says "gyao" (Cat says "meow") They are laughing because of the way they elongate "gyao" (which is the name of the show) to be the sound of a neko (cat). Also, Yuki-san appears to be laughing because Hyde-san said that seeing L'Arc lively and energetic is a rarity, which is often not true at all. Beyond that, I can't help you. I mainly speak English and am not perfect in Japanese by any means.
