I don't think government created criminals, rather, mans own short sightedness did. Stealing benefits people in the present, but I don't think that they realize in the long run that stealing actually wastes alot of effort. You end up spend more effort running from the law (or whoever is hunting you in an anarchical society) than you would spend just doing normal labor.

I think that if you could get people to realize that they're wasting their effort, we could improve.

Chaos and anarchy are different things. Anarchy just means without laws. If laws made people good, then communism would be the most effective form of government.

There is no set definition for anarchy, but the general consensus by anarchists is that it's a society without laws, that functions on respect of individual rights. A true anarchical society would be much more efficient and stable than todays society. T'would get more peaceful as criminals realized that stealing wastes effort.
