It's a ATS chime. ATS is the standard train's safety system in Japan.
The first shrill chime rings when the red signal exists, and a driver must push the confirming button at the cab within 5 seconds, or train will be stoped.
After pushing the button, the chime turns to a rhythmic one(ding dong ding dong...). This chime don't holt till a driver stops the train.

Correct, you don't know. It is common for temperatures to drop below minus 30c in places on Hokkaido. Coldest ever recorded was -42c
