That was an elastic sewed around the hips to puff the fabric. Procedure on how to make top:

Measure your full bust, lower bust like the way you took measurement when you buy a bra. Add 3" for front folding to place the strap. Lower part; make an A-line usually add 8" for both sides, let say hip 35 + 16". Take same size under breast let say 34 + 3". From that point measure your desire length down to hip + 5" to puff your the hip, then there u go.... follow the vid))

Nice dress :) But some advice, dont sew over your pins becasue one day, the needle will hit the pin and break and the peices may fly into your eye; personal experience
