There are no rules that state that you cannot jump while taking a free throw.
However, if you jump and your foot crosses the line then it's a lane violation.
Nowadays free throws are taken without jumping because of a more squared, relaxed style. Plus, it'd look incredibly weird to jump at the free throw line nowadays in the NBA.

In addition, the shooter must release the ball within five seconds (ten seconds in the United States) and must not step on or over the free throw line until the ball touches the ring. Players are, however, permitted to jump while attempting the free throw, provided they do not leave the designated area at any point.
This makes Rick Barry's granny shot look badass in comparision.
