You cannot just attack the city on a whim you have to fight your way through sevberal battlefronts getting enough victory points to advance each stage. That will take weeks if not months. Also cities sieges are massive and encoporate a huge amount of endgame content. In addition they are not the only end gam as there are higher level senarios, high level dungeons and some raids as well. Also there are the higher level keeps which will change hands fairly often.
