@o0rayzer0o no. he can't use conquerors haki. one in a mllion people have conquerors haki. he can still use CoA, which enhances his attacks, and allows him to hit logias. He can also use CoO which allows him to predict the movements of others. check out the one piece wiki for haki if you don't understand
