elecmans ability can destroy the blocks near 5:30. you can get the item up there by destroying the blocks that way and then platforming up =)

I think the fan derived explanation for the whole teleport thing is that Dr. Wily puts some kind of teleport shielding around each of the levels, and MegaMan has to start from the outskirts. *shrug*
