Actually it depends on how much people are playing, more people = more dogs.

and also there is a certain spot in hanoi, theres a building at the back, where downstairs there should be a small table in a corner, sit on that table and they cant attack you, pretty weird but it works.

You forgot to mention using decoy. Dogs go after the decoy, then you shoot them.

and ohh yea another fact too, you can always throw stun grenades at them to slow them down i was just figuring that today and it work they got stunned for half a second so you can get the chance to shoot them before they attack you. =)
