@BradShreds Have you played Grand Ages Rome, that is the best city building and maintaining game ever. Though the combat should look like Rome total war.

You cant, you can only fight mermans, demons and harpys. They're NPC army's you can attack to finish daily quests and receive war exp/chests/other stuff.
