Shikamaru passed the Exam because he showed that he had incredible strategy and leadership skills. When he captured Temari with his shadow, which he did with an awsome strategy, he won the fight (even though he gave up). If it was a mission he would have been succesfull. Naruto got really beaten up by Neji and in the end he wins because of some help from the ninetails.. even so, barely winning a fight isn't really a sign of high leadership or stategy skills.

@Narutoguy25 If you're talking about the chuunin exams then no one didn't pass because they weren't fineshed because of Orochimarus attack. When Naruto left with Jiraaya he missed the other chuunin exams and that's why he didn't pass. He fricking never took the exams to the end xD In the shipuuden series he's still a genin xD

Naruto's personality back then didn't allow him to act with caution. He always just wanted to solve everything by mere force, when in reality shinobi are supposed to think everything through before acting.
