Terror cells have to be shut down immediately, otherwise they will sooner or later turn on you and/or cause huge havoc, which is what has now happened. Corrupt Gul turned a blind eye instead of removing the threat of terror, and the pakistani population is now paying the price for his incompetence.

U know wat sort of circumstances he was operating in? He was in power only for 2 and half years, he did wat he was assigned to do.
