Not nessecarily. A woman doesn't need to go on anabolic steroids to become this heavily toned or muscular even. Cutting down on body fat makes muscules more visible for ANYONE, not to mention that genetics plays a huge role in how someone bulks up. Also, a woman can become easily muscular if she has a natural hormonal imbalance.
