Driving controllers rotated around without limit and, as Mark indicated, really only worked with Indy 500. Paddle controllers only turned a certain "distance" in each direction. As noted, it was possible to plug-in 4 paddle controllers.
This was use for the game, Warlords which was actually quite good if you had 3 or 4 players. It benefited from the fact that no AI is as good as a human player (especially in those days) so if you had 3 or 4 people playing at once it could be great fun.
I played a horrible racing game when I was about 3 years old, and I only remember a few thing like, the horrible sounds it made, the disgusting colors they used, the awful controls, and you drove up n down, not left to right, also the cars looked so retarded, they had square wheels and then bodies, almost like a capital letter I with 4 squares on it lol. Anyways if you remember this game send me a message. I dont think its indy 500 or grand prix, but I did have grand prix as a kid I know.

Probably not, because the paddles and driving controllers work differently. The paddle signals it's absolute position, but the driving control signals movement instead (it doesn't have a position).
So I don't think a game written for one type would work with the other.
Another major difference between the Paddle and Driving controllers is the maximum angle each can turn in. The Paddles turn just under one full rotation, while the Driving controllers have no limit to how much they can turn in. Also, did you name your dog after the Atari 2600's codename?
It's not the age of the controller, the driving controller has always felt looser than the paddle controller.

I believe there was another game released that used the driving controllers.
The only cosmetic difference between the paddle and the driving was that two paddles shared one plug.
As I remember Atari only released about 11 games that used the paddles. I think Super Breakout or Diamonds to Demons was the last paddle game.
