Philippine English is different from North American English. To say that someone is "all woman now" may have a different connotation in N.A. The proper phrase should be "all grown up now".
First of all, Charice is only nineteen.She is not a woman yet from the general sense of the word. Yes, she is a nineteen year old girl.She has grown up from four years ago. Can anyone say "a nineteen year old woman"?She is nobody's woman either. She is her mama's girl. She is sometimes childlike, not childish

I do not know about Australia, Scotland, or England. It does not sound right. English is kind of tricky because words have to used in the right context. If you do not get it, then ask other people. I might be wrong. But, I would not use the words "She's all woman now" myself as the announcer did.
