It is completely appropriate for him to speak Chinese, no matter what country he represents. It is very amiable and people like it. When the previous chinese president Jiang Zemin came to my country and spoke the language (Macedonian), everyone was deeply impressed and very fond of him (much more than people in china were :)

What is funny though is that Rudd generally pronounces 我们 more like "woman" :)))
