No it's not for testing. It's just a ruling change. It may or may not come to America, it most likely will though.

monarches will be top? also..just mobius is touched....but cards like JD, DAD, DEMISE....all those....get owned...BRD is untouched...blossom is dead...

I think this new rule makes the game a little more FAIR..what u think guys?

mobius is just like all the other monarchs. He has a trigger effect and thus is not affected by the change in ignition priority. The other cards you mentioned will be.

This only affects cards with ignition effects. Cards like Caius and Raiza have Trigger effects which activate when a condition is met.

caius is still broken as he has a trigger effect. and not an ignition effect. so he's unaffected with this new ruling

The TCG and the OCG have the same banlist.

The difference between the two is that the TCG( Yugioh Trading Card Game) is played in the Americas, Europe, and Australia.

The OCG(Official Card Game) is played in Japan, Korea, and China.
