I think that a world wide policy of perpetualy alternating periods that forbidd the birth of any children for 5 years followed by a period of 5 years in which the population is allowed to have only 1 child would be a measured and effective approach to significantly reducing the world population and overcrowding dilemma!

Scientists said that existing world resources can only cater 6 billion people, which means there are too many people already.
