in Germany bikes have to have front and rear light driven by dynamo, lights working with battery only are not legal, but as you see the ones without any lights, your actually happy that there are lights at all, battery or dynamo driven ones
.. video on my ipod so when I'm out and about and see a rider without lights this video is easier to explain to them then I can on the visibility issues when they are clearly riding without lights at all. Also check 'Sheldon Brown AND reflectors' on Google for a full explaination why reflectors don't always work.
This video is exellent to fully show the visiblity of the riders in real world situations at night on the road. I myself prefer to ride at night for lower traffic and better air. My setup is helmet/bar and dual tail light. The cops have commented that it it is 10x more then the legal requirements here (Toronto, Canada) which is always a welcome comment to the 360 visibility. Not everyone needs high power lighting but I like to ride fast and on the trails. I've put this

Well if you have one taillight perhaps... I use a constant hub generator headlight, with two tail lights one constant red and the other flashing read I have flashing red on left side and constant red on right side. (similar to an aircraft except I use flashing red instead of green)
Aircraft and Boats use that system so another vehicle can see which direction they are traveling. All you need to do is put white up front, and red in back. The only one who knows your flashing light is mounted on the left side is you...making it an indicator as to which direction your facing flawed.
Red in back and White up front do the job just fine.
Stupid laws. For riding on the road, good. For riding on the sidewalk at low speed, c'mon.

I cannot understand bicyclists who ride without at night. Whether or not you mandate this by law, it is really an issue of common sense.

Good video. It is a good requirement to have bike lights at night. I find it more visible to have the lights on constant mode rather than flashing.

That's a good law. I've seen a lot of people riding at night like you're supposed to see, sans the lights; it's very impossible to see them.
