The candles are the actual ones who planned everything, not Dumbledore. Snape used a charm to slightly alter the memories because what would seem more sane? A wise man helping put the final plan into action, or a buncha fucking candles? The candles were reassuring him, telling him what will come to be in the following years, this was because Snape finally saw Harry for the first time in years and new of what would come.
