Perhaps your local gas company should be notified about these un-attractive meters so that a representative can come out and get a good look at this tampering as well.
That rusting is not pitting into the piping. It is only visually unattractive to you. If it bothers you so badly, spend that short amount of time that you said it would take and paint it yourself. I swear, it seems that no one can take care of their damn self now days.
