You go to the shield shops and he has to buy them, but when you are in the Meridell Dungeons I believe you can get one free, it's gold. I just ya know, forgot where.

OHH! yeah I had problems with that too..you need to wear the cloak of heroes that you got when you saved cogham again. Then the scout will say something like, "Shoot we lost them! Retreat!"
