Yes, this is from "Elmo Saves Christmas" alright, but here it's slightly rearranged. In the special, this sequence did not open with the traditional News Flash logo. It had one of its own, complete with a different off-screen announcement.

Yes, it had the "NEWS FLASH" on a red splotch on a map of the world with the announcer (voiced by Jerry Nelson reprising his role) "We interrupt 'It's a Wonderful Life' to bring you this News Flash! We take you now to Kermit the Frog for this fast-breaking news story!" The theme music was the same 1971 Sesame Street News theme, though

Actually, I think it's Kevin Clash. He sounds a lot like Hoots the Owl, only with a voice higher by just a notch.
