Natal es la capita de Rio Grande do Norte y para tu información en el 2009 fue el destino turistico preferido por los Brasileños. Referente a la inversión, en Brasil hay 1000 lugares donde invertir mas barato que en Natal, pero Natal tiene proximidad a Europa y el mejor clima de todo Brasil una media de 30 grados. Asi que primero viaja y luego habla, payaso. NATAL FOREVER !

You had or have? ummm, proves your story doesn't add up. RNE=Registro Nacional de Estrangeiros. A number that appears on the permanent foreign resident's identity card (Cédula de Identidade para Estrangeiros - CIE). A foreigner's identity card is a Brazilian residents identity card for proof of identity in all the States of Brazil. It's like the American Green Card. For foreigners to obtain the CPF (to pay your taxes) You must become a resident. See Brazilian immigration laws.

I have had a CPF for years now and I have a RNE number as well (do you know what that is?).

Anyone can get a CPF at anytime and if you knew much about buying property in Brazil you would know that you can't legally buy without a CPF.

If you are a foreigner, i doubt you have a CPF what you need to pay your taxes. You can only get that with an investment visa (only for commercial investments, not property investments like "2" houses) or by marriage with a Brazilian to become a resident/citizen.

I cant post links here but if you want to apply for your CPF online do a search for "receita federal cpf" and you will find the application form. It is even in English so even you can understand it.
